Nanfang Daily: In order to lead ahead, the government must first accurately position its functions. What are the main functions that regional governments should have?
Chen Yunxian: Looking at governments all over the world, stability, development and handling of emergencies are their three major tasks.
Looking at regional governments in various countries, economic development, urban construction and people’s livelihood are their three major functions. China’s reform and opening-up, in which the regional governments have made efforts to explore and play a positive role.
About economic development. As early as 2005, Guangdong Shunde government scientifically put forward and implemented the "333" industrial development strategy — — That is to guide and support the coordinated development of the primary, secondary and tertiary industries; In each industry, guide and support more than three pillar industries; In each industry, guide and support more than three leading enterprises; Improve the industrial chain, form industrial clusters and promote sustainable development.

Chen Yunxian: The 21st century is a century of economic development, urban construction, social and people’s livelihood, and coordinated prosperity. In practice, the exertion of the three functions of the government is manifested as a kind of allocation, a kind of management and a kind of policy for regional resources.
Resources corresponding to economic development — — In the market economy, it is called operational resources. There are similarities and differences in government agencies around the world, but the principle of such resource allocation policy is mainly "invigorating" — — That is, planning and guidance; Support and adjustment; Supervision and management. This theoretical understanding is very clear.
Resources corresponding to people’s livelihood — — In the market economy, it is called non-operating resources. It focuses on social welfare and public products in various regions. This kind of management has the same name in the world, but the policy principles for this kind of resource allocation are mainly — — Social security, basic support; Fairness, fairness and effective promotion. This practical understanding is also very consistent.
Resources corresponding to urban construction — — In the market economy, it is called quasi-operational resources. It is mainly based on urban resources in various regions. It is mainly a public service system to ensure the normal social and economic activities of the country or region and a software and hardware infrastructure to provide public services for social production and residents’ lives. The reason why we call this kind of resources quasi-operational resources is because this part is still a "fuzzy plate" in western economics and classified as a "cross field" between government and enterprises in traditional economics — — It can be undertaken by enterprises or by the government.
Theory and practice tell us: 1. As for "operational resources", we should play and follow the rules of market allocation of resources, and hand them over to enterprises, society and various investors at home and abroad through market-oriented means, measures and methods as far as possible. Chen Yunxian: From the perspective of economics, the three major functions are a kind of management or institutional arrangement for three kinds of economic affairs in the region by governments, or a kind of allocation or optimization of three kinds of economic resources in the region, and supporting relevant policies, so as to obtain the best economic development and social stability at the lowest cost, so that the broad masses of people can live and work in peace and contentment.
First of all, the regional government has the role of "quasi-enterprise" or "quasi-micro". The regional government’s planning, guidance and support for the allocation of "operational resources" and its participation and competition for the allocation of "quasi-operational resources" make it a centralized agent of social non-governmental subjects in this region, and compete with other regions through ideas, systems, organizations and technologies to maximize the economic benefits of this region. At this time, the regional government plays the role of "quasi-enterprise" and "quasi-micro".
Secondly, regional governments have "quasi-national" or "quasi-macro" roles. The adjustment, supervision and management of "operational resources" and the basic, fair and effective promotion of "non-operational resources" by regional governments make them the centralized agents of social governments in the region, and regulate the economy through planning, investment, consumption and price, taxation, interest rate, exchange rate and law, and promote stability through social basic security and public services. Chen Yunxian: Regional governments shoulder three major functions, allocate three types of resources and play a dual role. It is very important to lead ahead in their ideas, systems, organizations and technologies.
"Leading ahead" is essentially different from Keynesianism. The main characteristics of neoclassical economics are: government intervention, focusing on demand; The connection and difference between "leading ahead" and classical and neoclassical economics are: government leading (intervention)+focusing on supply = the market determines the allocation of resources, the government plays the role of guidance, regulation and supervision, and the government leading ahead acts on the whole process of economic activities.
"Leading ahead" has achieved five breakthroughs in viewpoints and the formation of meso-economics. By analyzing the economic activities of regional governments, repositioning the functions of regional governments, classifying the allocation of regional resources by economics, and studying the dual roles and special functions of regional governments at the micro and macro levels, it will write the modern market economy theory and create a new system of modern economics.
