In 2023, the police and the Municipal Transportation Commission will comprehensively manage more than 130 traffic congestion points in the city, scientifically optimize traffic signals at more than 700 intersections, and effectively improve road traffic efficiency. For example, there is a large traffic volume near the ramp on the Shanghai-Min elevated Longchao Road, and there is a conflict between the up-and-down ramps. After detailed investigation and animation simulation, the police adjusted the long solid line from the Shanghai-Min elevated to the inner ring, increased the parking space on the ramp, and optimized the lane warning signs to make drivers more clear about the lane guidance, and at the same time increased the police force to strengthen the "up-and-down linkage" management during peak hours. After the implementation of the measures, the average traffic flow on the east main line of Humin Elevated Road (Liuzhou Road to Caobao Road) and the east ramp of Longcao Road increased by about 10% compared with that before the reconstruction, and the average speed during the peak hours also increased by 15%.

Shanghai police also promoted traffic safety hidden danger management and enterprise traffic safety supervision in a rolling way around the five dimensions of "people, vehicles, roads, enterprises and time periods", achieving a "double decline" in the number of deaths and injuries in road traffic accidents throughout the year. The city has completed more than 1,000 high-risk roads facing water hazards, installed more than 900 sets of "intersection sentries", and promoted more than 26,000 large trucks to install monitoring and early warning equipment for right-turn blind spots. The installation rate of warning devices for long-distance buses and tourist buses passengers without seat belts reached 100%.

In order to strengthen the source management of road safety hazards, since 2023, the police have pushed key transportation enterprises to face-to-face record one by one, updated the information of enterprises, vehicles and drivers in real time, assessed and monitored the risk level of enterprises based on relevant data models, and urged more than 4,000 enterprises with hidden problems to rectify in time.

In addition, the police conducted strict in-depth investigations on 51 road traffic accidents involving enterprises, and took criminal compulsory measures against four responsible persons of enterprises and imposed administrative fines on 37 enterprises for the problems exposed behind illegal acts such as overloading of transport vehicles, non-stop turning right and occupation of non-motor vehicle lanes, and safety education and training became a mere formality, incomplete account records or falsification.

Recently, in order to maintain the road traffic order at the end of the year and the beginning of the year, the police relied on big data analysis and judgment to carry out accurate investigation and rectification actions against traffic violations, focusing on large vehicles that have not been inspected annually, vehicles that are suspected of fatigue driving "two passengers, one danger and one cargo" and trucks that have not been scrapped after the deadline, but have been cancelled but still driving on the road, achieving a precise blow to "hidden violations". At present, more than 5,800 "hidden violations" have been investigated.

According to the data analysis, the police also sorted out 69 key stations and enterprises of large freight cars, as well as 170 illegal high-risk points of large freight cars, and strengthened on-site law enforcement inspections for targeted police. The police also cooperated with traffic law enforcement departments to carry out joint rectification, and actively investigated and dealt with traffic violations that may endanger safety, such as fatigue driving of network car drivers.
