How many good policies are reduced to painting cakes! These four types of "zombie policies" make enterprises complain.

Obviously, it is a good policy, but it has not been implemented for many years, so enterprises can’t enjoy the policy dividend and there is no way to complain … … According to a survey conducted by reporters in the past half month, in recent years, a number of good policies have been issued at the national level to support the development of the real economy and reduce the cost of enterprises. Although some policies have been issued for many years, they have been in a dormant state due to "congenital deficiency" and "acquired disorder" and become "zombie policies".

The policy has not landed for 15 years, and the on-site inquiry was "kicked"

A large trading company in Chongqing imports clothing, bags and other commodities from European countries every year. According to the person in charge of the enterprise, in the process of international trade transactions, buyers and sellers often realize goods transactions through third-party service providers, and give a certain percentage of commissions to third-party services.

Recently, the person in charge of the enterprise accidentally discovered that the "Regulations on Import and Export Tariffs of People’s Republic of China (PRC)" promulgated as early as 2003 stipulated that the purchase commission was not included in the duty-paid price.

"For many years, our purchase commission has been paying customs duties. According to this policy, the purchase commission should be exempt from customs duties. If it is implemented, it will greatly reduce the burden on enterprises." The person in charge of the enterprise calculated an account: the enterprise plans to import about 170 million yuan of goods this year, and the purchase commission is as high as 34 million yuan. It is estimated that this part will pay customs duties of 11.22 million yuan.

However, because there is no clear explanation for the purchase commission, no amount standard, no column in the goods declaration form, and no specific department is responsible for the determination and management of the commission, this policy has not been implemented so far.

The reporter recently followed the person in charge of the enterprise to Chongqing Jiangbei Airport for customs consultation. The staff first made it clear that the agency fee generated by the enterprise when purchasing goods overseas must be included in the duty-paid price. After the person in charge of the enterprise took out the relevant laws and regulations, the staff member said that the purchase commission refers to the agency fee generated by the agent buying the goods on its behalf, while the company is equivalent to buying the goods directly from the agent, and the agency fee generated cannot be recognized as the purchase commission.

When the reporter continued to ask if there were any laws, regulations or implementation rules to clearly explain the concept of purchase commission, the staff said: "There is no explanation and standard at present, mainly relying on manual judgment."

Not only that, the "Import Goods Declaration Form" does not set a column for filling in the commission, and enterprises do not know how to fill in it. In this regard, the staff member said: "There has never been a column of purchase commission on the customs declaration, and I am not clear about how to fill it in."

Previously, the person in charge of the enterprise also consulted the customs of Shenzhen, Xi ‘an and other cities by telephone, and the answers were varied. Some people thought that the commission must be included in the duty-paid price, some said that it would be studied before it could be determined, and some even didn’t know what the purchase commission was.

In order to find out the specific explanation and amount standard of purchase commission, the person in charge of the enterprise went to many departments for consultation. The foreign exchange administration department said that the examination and approval of the commission and the determination of the proportion shall be checked and approved by the bank itself; The bank’s reply must first be determined by the tax authorities whether this part of the expenses should be taxed before it can be determined whether it is approved as a commission; The tax department replied that the commission of import and export business belongs to the category of tariffs, and tariffs are not under the control of the tax department.

The person in charge of the enterprise was frustrated after being kicked a ball: "This is obviously a good policy to reduce the burden on the enterprise. It is determined that the purchase commission should at least check the signing method, payment method and delivery method of the business contract between the enterprise and the agent. Now there are no implementation rules, and it depends on the mouth. No matter how good the policy is, it can only be displayed."

Four types of "zombie policies" make enterprises cry.

In fact, a good policy that cannot be implemented is not a case, and enterprises frequently encounter it in their operations.

One is the "castle in the air" type. Such policies are like castles in the sky that can only be looked up to. For example, the financial director of a large machinery manufacturing enterprise said that many years ago, the state had issued a policy to further liberalize the financing channels of joint ventures abroad, which would help reduce the financing costs of enterprises. However, there are no implementation rules for how to link the policies of RMB fund pool, foreign currency fund pool and corporate taxation, and enterprises are afraid to "eat crabs" for fear of stepping on the thunder of tax evasion.

The second is the "gild the lily" type. Such policies are difficult to implement because of some redundant or unrealistic regulations. A few years ago, many ministries and commissions jointly issued a policy to liberalize the restrictions on drug technology transfer, aiming at encouraging pharmaceutical enterprises to merge and reorganize and revitalize their stocks, but there were problems in the implementation of the policy.

A pharmaceutical company in a western city reached a purchase agreement with a pharmaceutical company in a coastal area to transfer 16 drug approval numbers to local production. The price was negotiated and the down payment was paid, but this policy requires that the transfer of drug approval numbers must be stamped by the transfer place. In the process of handling, the local government departments just refused to let go: "It is ok to invest, but not to take things away."

After going back and forth for nearly a year, the company found a number of provincial leaders to coordinate and barely solved it. The person in charge of the enterprise said: "More than 20 local pharmaceutical companies have signed drug approval transfer agreements with foreign companies. Except for us, other transfer plans have failed because the other government has not released them."

The third type is "fighting with each other". Such policies cannot be implemented because they contradict other policies. In recent years, the state has repeatedly issued policies to encourage social capital to run hospitals. An enterprise wants to run a private hospital in a provincial capital city in the west, and the contract has been signed, and the land is also promising. When going to the Land and Resources Bureau to apply for a land use permit, it was told that the medical and health land needs to be licensed by the hospital first, and then it was told to the health department: "You must have a land use permit before you can apply for a hospital license", and finally the enterprise had to give up.

The fourth type is "too poor to love the rich". The original intention of such policies is to solve the urgent needs of enterprises, but in the process of implementation, they set a "high threshold" to discourage enterprises that really need policy support.

When an enterprise invested in a new project, it was short of funds. It was learned that two policy banks had set up special construction funds with low interest rates, and they quickly submitted the declaration procedures. After being approved for 30 million yuan, the bank proposed that the local government must provide guarantees, and the enterprise would use the factory building for counter-guarantee, and the funds would have to enter in the form of equity. The enterprise could not meet the conditions and was forced to give up.

"What I can’t figure out is that it is precisely because of the lack of collateral that some emerging industrial projects are difficult to finance. Now that the central government has set up a policy special fund at a discount, why do you still require real estate mortgage?" The person in charge of the company said.

"If a good policy cannot be implemented, it is better not to introduce it."

"It is better not to introduce a good policy but not to implement it." Many business leaders believe that the "zombie policy" makes enterprises distrust the government and affects their investment confidence.

Some business leaders and experts and scholars said that the "zombie policy" not only harms the interests of enterprises, but also undermines the confidence and enthusiasm of enterprises and destroys the business environment. The reason why a policy is formulated is to solve a problem or to achieve a goal. If it becomes a "zombie policy", it will not only be difficult to realize the original intention of policy makers and undermine their authority or credibility, but also aggravate existing problems and even breed new ones.

Corporate leaders, experts and scholars suggest that the governance of "zombie policy" requires policy makers to do more research and demonstration at the beginning of policy planning, so that the policy can be more targeted and operational, and it can be used and used. It also requires policy makers to look back more and find problems and correct them in time.

At the same time, governments at all levels should clean up and rectify policies that have become "zombies", abolish policies that cannot be implemented because they are divorced from reality, and promote the implementation of policies that lack supporting policies and implementation rules by formulating implementation rules, issuing detailed explanations and standards, and clearly leading management departments. It is necessary to carry forward the spirit of nailing nails, promote the implementation and implementation of policies, and establish an accountability mechanism to force responsible departments to strictly perform their duties, so that good policies can truly benefit enterprises and promote economic development. Comment on Half-monthly Talk: Don’t Let the "Zombie Policy" Dissolve the Reform Dividend

Half-monthly talk with reporter Li Jianchang, Zhang Qin and Zhao Yufei

After several days of "experiential" interviews, it is hard for reporters to forget two contrasting expressions: one is that entrepreneurs are happy to find the good policies promulgated by the state and "meet the rain after a long drought"; The other is that entrepreneurs have been "kicked" by many departments and found that these good policies are just "the moon in the water and flowers in the mirror", but they can’t reach them. Their faces are full of helplessness and confusion.

An entrepreneur said bitterly, "In front of us are glass doors, spring doors and revolving doors ‘ Triple door ’ With the iceberg of the market, the mountain of financing and the volcano of transformation on its head ‘ Three big mountains ’ . The central government clearly saw the problems of enterprises, but how did the good policies become ‘ Zombies ’ ?”

The reason why some policies are lip service and even become "zombie policies" lies in the fact that some policies are "congenitally deficient". For example, policies lack sufficient investigation and argumentation at the beginning of formulation, which looks beautiful, but they can only be lip service, drawing on paper and hanging on the wall. On the other hand, some policies are "acquired maladjustment", lacking relevant supporting policies and detailed rules for implementation, coupled with ineffective implementation and inadequate management and supervision by relevant departments, thus becoming a "zombie policy" that is illusory and anticlimactic.

Behind the "zombie policy" is lazy politics and lazy politics. No matter whether policy formulation is based on "slapping one’s head" without in-depth investigation, or "formulating policies for the sake of coping with the spirit of the central government", the root causes are bureaucracy, formalism and departmentalism, regardless of tracking the implementation, and some governments and departments discount and make flexibility in implementing central policies.

Sail against the current, support hard, and retreat with a sigh of relief. At present, China’s reform has entered a deep-water period, which is bottomless and untouchable. Deepening the reform in an all-round way will broaden the horizon, and taking a step back will give up all previous efforts. At this time, it is especially necessary to be alert to institutional and institutional obstacles to eliminate the reform dividend.

The prevalence of "zombie policy" is alarming. There is an image metaphor in the business community: "The central government gave the enterprise a bottle of glucose water, but it got stuck in the process of transportation. The enterprise saw the glucose water, but did not receive nutrients."

Awakening the sleeping "zombie policy" is not only the aspiration of entrepreneurs, but also an inevitable requirement for deepening the reform. This requires governments at all levels to exert their "power of the wild", sort out and identify the crux of the "zombie policy" in various fields, and treat it with the right medicine. In-depth research when formulating policies, we should be anxious about the urgent needs of the central government and enterprises, and pay close attention to implementation and accountability when implementing policies, so that every policy can be completed well and done well. Is shoulder pain really tiring in winter? Doctor’s reminder: Or the heart is calling for help.

(Graphic irrelevant) Figure/Guangzhou Daily All-Media Reporter Chen Youzi

Joint pain is high in winter, especially shoulder pain. Many people think that it may be caused by cold or cervical fatigue. Just put on more clothes and have a rest.

Liu Yongxin, deputy chief physician of the Second Department of Cardiology, Guangdong Second People’s Hospital, reminded that there is a kind of "shoulder pain" that may be caused by heart disease. It is necessary to seek medical treatment in time so as not to miss the best treatment opportunity.

Guangzhou Daily All-Media Reporter He Xuehua Correspondent Wang Meng

  Is shoulder pain really tiring?

When encountering shoulder pain, many people usually feel "just tired", especially those who often sit in front of the computer and work at their desks for a long time. Shoulder pain is normal. Usually get up and exercise, or do a simple massage to relieve it quickly.

For Guo Qiang (a pseudonym), an office worker in Guangzhou, this "shoulder pain" has become a big trouble.

The 43-year-old Guo Qiang is in middle age, and he is the pillar of the family. He is usually in good health, but he suddenly appeared flustered the other day and then fainted. The frightened family quickly dialed 120 and sent him to the hospital. After the medical staff struggled to rescue him, Guo Qiang finally turned the corner. The attending doctor said that Guo Qiang had an acute myocardial infarction this time. Fortunately, he was rescued in time, otherwise he would probably die.

When asking about the family members, the doctor found a detail: as early as a week ago, Guo Qiang told his family that his left shoulder hurt. The family thought it was caused by fatigue, so they didn’t care. Liu Yongxin, deputy director of the Second Department of Cardiology, Guangdong Second People’s Hospital, told his family that sometimes shoulder pain is an atypical symptom before myocardial infarction, not just muscle pain that everyone thinks.

  Before female myocardial infarction

  There are many atypical symptoms

"Before the onset of acute myocardial infarction in coronary heart disease, angina pectoris is often used as a precursor symptom. Failure to find it in time will delay treatment." According to Liu Yongxin, the symptoms of angina vary from person to person. Most of them are chest tightness and chest pain. Atypical symptoms can be manifested as abdominal pain, shoulder and arm pain, neck and pharynx pain, and even toothache.

"Angina pectoris is the pain caused by chemical products stimulating visceral nerves. Because the positioning is unclear, the pain parts are often diversified." Liu Yongxin pointed out that women have more atypical symptoms.

When angina pectoris is suspected, ECG is the simplest and most convenient identification method. Through the nature, inducement, relieving factors and accompanying symptoms of pain, it can also be roughly judged whether it is shoulder musculoskeletal pain or angina pectoris.

Generally speaking, angina pectoris can be relieved by quiet rest at the time of intense activity or emotional excitement, which usually lasts for several minutes to ten minutes. If the pain lasts for more than half an hour, you must see a doctor in time. However, the pain of skeletal muscles is related to a large number of local activities or local cold, and the pain is clearly located and lasts for a long time.

Liu Yongxin pointed out that the cold weather in winter is the high incidence season of cardiovascular diseases. People with basic diseases such as hypertension, diabetes, hyperlipidemia and obesity should pay special attention, and people who smoke, drink and are nervous should also attach great importance to it. People with family history and middle-aged and elderly patients should have regular physical examinations. Pay special attention to the abnormal symptoms that suddenly appear on the body, especially the atypical symptoms mentioned above, and don’t be careless.

  Attention!

  These may be

  "distress signal" of the heart

The following may be signs of heart disease:

  1. indigestion.

Different from ordinary stomach diseases, stomach pains caused by heart disease rarely cause colic and sharp pain, and tenderness is not common, but there is a feeling of oppression and fullness, sometimes accompanied by dull pain, burning sensation and nausea and vomiting. There may be some relief after defecation, but the uncomfortable feeling will not disappear completely.

  2. Shortness of breath.

Shortness of breath means feeling "insufficient breath". After sitting still for a few minutes, breathing seems to return to normal, but when the patient walks again, breathing begins again. This wheezing symptom of heart disease is often ignored by women and elderly patients with lung disease.

  3. Extremely tired.

After a brisk walk, there will be signs of extreme fatigue, so tired that I don’t even have the strength to straighten up. Fatigue is not confined to a certain part of the body, but is systemic. If you feel more tired than ever, you should go to the hospital for examination immediately.

  4. shoulder pain.

Different from ordinary shoulder pain, this kind of pain is generally dull, not sharp, and often radiates to the front and inside of the arm until the little finger. Most of them are fatigue, and the pain is relieved after rest. Of course, this symptom of heart disease needs to be differentiated from cervical spondylosis.

In particular, these may also be "distress signals" of the heart:

  1. The lower lip and ring finger on one side are numb, paroxysmal and sometimes accompanied by sweating;

  2. Toothache, excluding the problems of the teeth themselves, is best to have a look at the cardiology department;

  3. Headache, especially accompanied by symptoms of chest tightness, intensifies during activities, and it is better to stop and rest;

  4. Abdominal pain, which feels like "spicy" pain like eating a lot of peppers, sometimes accompanied by nausea and vomiting;

  5. Back pain, from front chest pain to back, is radial pain, especially when accompanied by sweating.

From 5499 yuan! Huawei Pura 70 series was launched in a surprise attack, and the first batch was sold out instantly.

On April 18th, Huawei officially announced the launch of "HUAWEI Pura 70 Series Pioneer Program", and Pura 70 Ultra and Pura 70 Pro went on sale at 10:08 today. Xiaolei noticed that these two models have been sold online in Huawei, and they will be sold out soon after the sale. The next sale time is 10:08 on April 22.

In addition, some offline channels of Huawei also opened the sales of corresponding models simultaneously. The small partners sent by Lei Technology came to Huawei’s Sakata flagship store in Shenzhen and felt the fiery atmosphere of the first sale of Huawei Pura 70 series.

Huawei Pura 70 series has once again adopted the "before sale" mode. With the official launch of the new machine, the corresponding parameter information of the product is also announced, and we can finally take a quick look.

Huawei Pura 70 series has four models, namely Pura 70, Pura 70 Pro, Pura 70 Ultra and Pura 70 Pro+. Pura 70 Pro and Pura 70 Ultra, which are first sold this time, are expected to be the main models of this series. Let’s first understand their basic information.

The first is Huawei Pura 70 Pro, whose main parameters and specifications are as follows:

And Pura 70 Ultra, the main parameter information is:

The basic version of Pura 70, the core parameters are:

Pura 70 Pro+, the parameter information is:

After the hardware configuration of these four models, we can see that the differences between them are mainly reflected in the aspects of image, storage and fast charging.

Both Pura 70 Ultra and Pura 70 Pro series adopt super-focusing macro telephoto, which is also a major change brought by Huawei’s new machine in image. This lens can be used for long-distance shooting and close-up micro-scene shooting, and the focal length it covers is also very suitable for taking portraits.

It is understood that Huawei, a super-concentrated macro telephoto lens, has a recent focus distance of 5cm and a macro zoom of 35X. Moreover, it has an aperture of F2.1, which Huawei says is the largest aperture in the industry’s periscope telephoto. In this way, in the dark environment, it can shoot clearer and higher-quality image works at macro or telephoto.

(Source: Huawei)

It is worth noting that among the four new machines, Pura 70 Ultra is the only one equipped with a super-concentrated telescopic main camera. This is a major innovation of Huawei in the field of mobile images, and it is equipped with the first rotating telescopic lens structure in the industry. In actual use, if the user turns on the main lens, it will automatically extend through the mechanical structure.

Compared with the conventional lens, one of the great advantages of this design is that it can take into account the thickness of the lens and the fuselage, and at the same time, plug in a high-standard camera lens. Thanks to this technology, Huawei Pura 70 Ultra put a 1-inch outsole lens in an 8.4mm thick body and realized the physical aperture of F1.6.

Huawei officials also demonstrated the capture ability of Pura 70 Ultra through specific scenes and proofs. Through the super-spotlight image system and XD Motion motion engine, it can capture the moment when the car is flying at a high speed of 300 km/h.

The outsole and large aperture have further improved the imaging quality of Huawei Pura 70 super-large cup model. At the same time, its weight of 220 grams and thickness of 8.4mm will not bring inconvenience to users in daily use. Undoubtedly, through another innovation in the field of imaging, Huawei Pura 70 Ultra has built a differentiated competitive advantage.

Last August, when Huawei Mate60 series was released, its first satellite call function attracted the attention of countless people. Since then, satellite communication related functions have been the standard of Huawei products. Most of the Huawei Pura 70 series that debuted this time support satellite communication, but different models support it differently.

First of all, Huawei Pura 70 Pro, Pura 70 Pro+ and Pura 70 Ultra first supported the Beidou satellite image sending function.Specifically, when using the Beidou message function in the mobile phone, users can not only send text messages, but also send pictures now, and the experience is closer to the IM application that users use every day.

(Source: Huawei)

Secondly, Huawei Pura 70 Pro+ and Huawei Pura 70 Ultra not only support Beidou satellite messages, but also support satellite call function (based on Tiantong satellite), which can be activated by inserting the mobile phone card of China Telecom. In other words, if you want to use satellite calls, then these two models are available.

In terms of chips, Huawei officials have not released specific information. However, according to netizens, through testing software, it was found that the chip on Huawei Pura 70 Pro/Ultra is Kirin 9010, and its CPU architecture is 2 2.3GHz+6 2.18GHz+4 1.55GHz, with a total of 12 cores. However, @ Fixed Focus Digital said that the current software identification is wrong. The CPU architecture of this chip is still 8 cores, and the GPU is Maliang 910, which is the same as Kirin 9000S.

image.png

(Source: Weibo)

Looking at it now, the chip carried by Huawei Pura 70 series should be a small change of Kirin 9000S. The actual performance of Kirin 9000S has been experienced by Huawei Mate60 Pro before. For Kirin 9010, Xiao Lei’s initial judgment is that the performance is enough to meet the daily use needs of users.

In terms of appearance, Huawei Pura 70 series has made great changes. On the back of the fuselage, Pura 70 series adopts triangular lens module design, which greatly increases the recognition of appearance.

In addition, Pura 70 Pro+ uses nano-weaving technology to etch stripe-like texture on the glass back cover. Different models of Pura 70 series also have their own exclusive color matching, which is consistent in appearance design, but there are also differences, forming a positioning division.

design-color-3-2x.jpeg

(Source: Huawei)

In terms of price, PURA 70,5499 yuan, Pura 70 Pro 6499 yuan, Pura 70 Pro+ 7999 yuan and Pura 70 Ultra 9999 yuan. Obviously, Huawei Pura 70 series mainly covers the flagship and high-end markets, and the products with price ranging from 5,000 to 10,000+are the target range of this series.

Generally speaking, the highly anticipated Huawei Pura 70 series has achieved satisfactory performance at the product level. In terms of specific functions closely related to users, it has greatly upgraded the configuration and technology of images, brought super-focusing macro telephoto lens, and provided users with better experience in macro and telephoto scenes.

The Pura 70 Ultra is the first super-spotlight telescopic main camera, which breaks the convention and crams a high-specification outsole lens into a narrow space, taking into account the image quality and the thinness of the fuselage, providing enough product selling points for positioning the new products of the super flagship.

In addition, Pura 70 series has brought satisfactory innovation and upgrade in design, satellite communication and fast charging technology, which has supported the positioning of high-end flagship of new products.

The first sale of Huawei Pura 70 series was undoubtedly a great success. Under the premise of no clear official notice, Huawei Sakata flagship store quickly gathered a large number of people, and the first batch of Pura 70 Pro and Pura 70 Ultra quickly sold out. Online channels, we have also witnessed similar sales.

At this point, we don’t need to use too many languages to demonstrate the success of Pura 70 series. Now, what Huawei needs to do most is still to prepare the goods as soon as possible and use more sources to meet the next sale.

The emergence of Pura 70 series means that the flagship mobile phone market in 2024 has ushered in a strong player. Whether it is the iPhone 15 series or many flagship products of the Android camp, they have to face this opponent who has caused them a headache. The chaos in the high-end mobile phone market has just entered the climax stage.

In addition, Xiao Lei has got the real Huawei Pura 70 Ultra machine and brought a hands-on experience. You can see the freshly baked first-hand information by clicking it.

Beware of "safe" e-cigarettes! Studies have reported that its effects on pulmonary pathogens are similar to those of cigarettes.

Effects of cigarette smoke (CSE) and electronic cigarette vapor (ECVE) on biofilm. Image source: Respiratory Research

In recent years, e-cigarettes are controversial. And a recent report published in the open access journal Respiratory Research may increase the bargaining chip for one side of this debate.

Scientists have previously found that smoking-related diseases, such as chronic obstructive pulmonary disease and asthma, are related to some specific bacteria. E-cigarettes have similar effects on these bacteria as traditional cigarettes.

  Security and attribute doubts

E-cigarette is an electronic product that imitates traditional tobacco. It has the same appearance, smoke and taste as cigarettes, and even gives smokers the same feeling.

It usually consists of a cigarette tube containing nicotine solution, an evaporation device and a battery. By means of atomization, e-cigarette turns nicotine into steam, and then it is smoked by users.

E-cigarettes became all the rage after the efforts of tobacco control in many countries increased. Because it is considered as a safer substitute for traditional tobacco, it is regarded as a reliable "smoking cessation means" because it contains no harmful components such as tar and suspended particles.

However, the nature and safety of e-cigarettes have always been controversial. At present, the United States, South Korea and other countries define e-cigarettes as tobacco products, Austria, Canada, Britain and other countries define e-cigarettes as medical products, and Italy, Russia and other countries define them as ordinary consumer goods. At the same time, as early as 2013, German researchers conducted research and analysis on e-cigarettes, and found that e-cigarettes contain a lot of propylene glycol, which may stimulate the respiratory tract and cause some acute symptoms, which may be more harmful than traditional cigarettes. Since then, there have been repeated studies that smoking e-cigarettes for a long time may also lead to dependence on nicotine.

Increase the harmfulness of pulmonary pathogenic bacteria

The latest report shows that acute lung disease is related to the use of e-cigarettes containing nicotine and traditional cigarettes. The research team from the School of Pharmacy, Queen’s University Belfast, UK, made a detailed comparison of the effects of cigarette smoke and e-cigarette steam on bacteria known to be associated with smoking-related long-term lung disease.

The researchers exposed Haemophilus influenzae, Streptococcus pneumoniae, Staphylococcus aureus and Pseudomonas aeruginosa to cigarette smoke extract or e-cigarette vapor extract for culture. The bacteria in the control group were cultured in an environment without cigarette smoke and e-cigarette vapor extract.

The researchers found that exposure to cigarette smoke or e-cigarette vapor extract did not seem to have a bad effect on the growth of these bacteria. However, exposure to these extracts increased the biofilm formation of these bacteria, and this effect did not appear in the unexposed control group. Biofilm is an aggregate of one or more types of microorganisms, and it is known that the increase of biofilm is a process of many different types of microbial infections.

This discovery may indicate that cigarette smoke and e-cigarette steam will enhance the harmfulness of common pulmonary pathogens and help the formation of stubborn infections.

In order to evaluate the harmful degree of bacteria exposed to cigarette smoke or e-cigarette vapor extract — — Or pathogenic changes, the researchers infected the larvae of the great wax moth with bacteria, which are a model organism of human infection and can test the influence of bacterial infection on the survival rate of larvae. However, the survival rate of Cercospora mellifera infected with bacteria exposed to cigarette smoke or e-cigarette steam extract decreased compared with that of the control group.

In further experiments, the research team showed that bacteria infected human lung cells under the exposure of cigarette smoke extract or e-cigarette vapor extract, and found that the amount of interleukin -8 (an important factor related to inflammation) secreted by these cells increased.

  More cigarettes in each bite?

Deldri Kilpin, the correspondent of the study, said: "A recurring theme of this study is that the exposure of cigarette smoke and e-cigarette vapor has similar effects on bacterial behavior and pathogenicity. These findings show that e-cigarettes have similar effects on common pulmonary pathogens or cigarettes. "

The researchers cautioned that cigarette smoke and e-cigarette vapor extracts used in the experiment were prepared in a similar way, so they may not reflect the difference in nicotine exposure between smoking and smoking e-cigarettes.

Kilpin believes: "Compared with traditional smokers, e-cigarette users smoke more and smoke longer in each bite, which may increase nicotine intake. Therefore, our model may underestimate the nicotine exposure of respiratory pathogens in e-cigarette vapor. "

In this study, the researchers used a common brand of e-cigarette, which had no added flavor, and bacteria were only exposed once in smoke and steam extracts. They believe that further research is needed to investigate the aroma substances in e-cigarettes and the effects of their long-term exposure. (Reporter Zhang Mengran)

45-year-old Emei head sudden death in a dream Expert: It has nothing to do with practicing martial arts or snoring.

In the early morning of August 16th, Mr. Wang Jian, the president of Emei Wushu Research Association, one of the inheritors of Emei Wushu, a national intangible cultural heritage, and a leading figure of Emei Wushu, was taken to the hospital for rescue by his family in a Guangzhou hotel because of respiratory arrest during sleep, and eventually he was powerless and died, at the age of 45. The reporter contacted Yu Tiecheng, vice president and spokesperson of Emei Wushu Research Association yesterday. According to his introduction, Wang Jian’s family has taken Wang Jian’s body back from Guangzhou to Leshan to deal with related affairs, and a memorial farewell party is tentatively scheduled for the 21st of this month.

"Kunlun is down, the mountain has fallen, and Emei Wushu is a day of great sorrow! I am confused and my heart hurts. " At 10: 31 pm on August 16th, Yu Tiecheng, vice president of Emei Wushu Research Association, and a Weibo immediately caused a stir in the Wushu circle. The news that Wang Jian, president of Emei Wushu Research Association and one of the inheritors of Emei Wushu, a national intangible cultural heritage, passed away in his sleep in a Guangzhou hotel shocked the Wushu circle.

Something happened to you when you sent your son.

Yu Tiecheng told reporters that Wang Jian went south to Guangzhou with two assistants and his son on August 14th. One was to send his son who had just been admitted to Sun Yat-sen University to sign up, and the other was to inspect the boxing market and boxers in the south. As the "Boxing Championship" was successfully held at this year’s Emei Wushu Festival, Guangzhou has rich experience in professional boxing. "After he arrived in Guangzhou, he began to contact people here non-stop to consult related matters. In the early morning of the 16th, his family suddenly found that he was not breathing, and rushed him to the hospital, but the result was still powerless."

According to reports, the only son who went south with Wang Jian has just been admitted to Sun Yat-sen University this year. Wang Jian sent his children to school with joy, but he didn’t expect to die in a foreign land. On August 17th, Wang Jian’s family had rushed from Leshan to Guangzhou to deal with the aftermath and transported Wang Jian’s body back to Leshan. Wang Jian’s wife, Zhang Chuanjie, was sobbing on the phone and was very sad. Yu Tiecheng said that because Wang Jian went suddenly, the only son who had experienced the whole process of his father’s death was completely unprepared. At present, he is still immersed in grief and is unwilling to recall the details of his father’s accident at that time.

At present, the family is tentatively scheduled to hold a memorial farewell ceremony for Wang Jian on August 21.

Stay up late for many days before his death.

"I met him at the Emei Wushu Festival held in Leshan on August 10th this year. I didn’t feel anything different at that time, but he was really busy for this Wushu Festival! I also reminded him that people who practice martial arts should also pay attention to health. I didn’t expect such a sudden news. " Wu Xinliang, the head coach of Emei Wushu Federation, who is also a representative of Emei Wushu, said in an interview yesterday that the death of Wang Jian was a great loss for Emei Wushu.

According to Yu Tiecheng, Wang Jian, as the host of this year’s Emei Wushu Festival, participated in the whole preparatory work. At the opening ceremony of the Wushu Festival, all the routines of Wushu performances were arranged and rehearsed by himself, and all the major and minor matters had to be taken care of by him. "During the days of the Wushu Festival, I was basically busy until three or four in the morning, and I had no time to have a good rest." Just after the Wushu Festival, I immediately went south to Guangzhou, but I didn’t expect a tragedy.

Yu Tiecheng told reporters that Wang Jian’s respiratory system has not been very good. Four or five years ago, he had respiratory arrest during sleep, but after a period of treatment, there was no big problem. "He always felt that he was strong and there was no problem. We always felt that he was in good health." Yu Tiecheng admits that people who practice martial arts generally have a good physical foundation, so they are careless about health problems.

A son will inherit his father’s business.

Regarding the inheritance of Emei Wushu after Wang Jian’s sudden death, "I personally hope to recommend Wang Jian’s wife, Zhang Chuanjie, to inherit her legacy and serve as the president of Emei Wushu Research Association to continue to promote Emei Wushu." Yu Tiecheng said that at present, there are two or three hundred disciples personally handed down by Wang Jian, including eight national champions alone.

Yu Tiecheng told reporters that in addition to supporting her husband to promote Emei martial arts, Zhang Chuanjie has also devoted himself to studying Emei martial arts for many years. Wang Jian’s only son has been studying Emei martial arts with his father since he was five years old, and he is good at traditional martial arts such as Emei sword finger and judge pen. Although he has been admitted to Sun Yat-sen University, he will inherit his father’s will and join Emei martial arts after his studies are completed.

In addition, the martial arts film Emei, which is about to start shooting in the near future, originally planned to hire Wang Jian as the general consultant of martial arts. Yu Tiecheng told reporters that the film investment of 50 million yuan has been put in place, and plans to invite Sammo Hung, Liang Xiaolong, Yuan Wah and other kung fu superstars to star in it. The sudden death of Wang Jian really caught them off guard. "However, my brother has done a lot of preparatory work for this film, which will not affect the filming process. We must make this film well to pay tribute to brother Wang Jian." Yu Tiecheng said.

Wulin master or died of snoring

On July 20th this year, it coincided with the 40th anniversary of the death of Bruce Lee, a great kung fu star. The sudden death of Bruce Lee at the age of 32 once triggered people’s controversy about whether martial arts is good for health or bad for health.

Wu Xinliang, head coach of Emei Wushu Federation, told reporters that he once reminded Wang Jian that people who practice martial arts should not patronize practicing martial arts, but also pay attention to health. "I have been practicing martial arts for many years. When I was in my 50 s, I suddenly found myself often dizzy. When I checked, my spine was gradually narrowed." Wu Xinliang also mentioned that although Wang Jian always looked in good health, he began to gain weight in his thirties and his body was relatively fat.

"Excessive fatigue leading to excessive sleep may be the main cause of Wang Jian’s death." Fan Huizhen, deputy director of the Department of Respiratory Medicine, zhujiang hospital, Southern Medical University, told the reporter that sleep apnea syndrome is a common respiratory disease, and the most common symptom is snoring, especially for some people with obesity, short neck and short jaw. This kind of symptom is a pathological state whose cause is very complicated and has not been fully clarified, and it belongs to respiratory regulation disorder during sleep. Sleep apnea is defined as an apnea when the airflow in the mouth and nose stops for more than 10 seconds during sleep. If apnea occurs more than 30 times during 7 hours of sleep a night, it is a severe symptom. Drunkenness and fatigue will increase the risk of death due to sleep apnea. Generally, after a period of apnea, the human body will change its sleeping position and improve its breathing condition because of lack of oxygen. If the patient sleeps too hard due to fatigue, he may not be able to turn it in time, resulting in breathing difficulties, and finally he will become severely deprived of oxygen or even die. Therefore, Wang Jian’s overwork some time ago is definitely one of the causes of his sudden death.

As for whether it is related to practicing martial arts, Fan Huizhen thinks there is no direct connection. She said that in fact, sleep apnea syndrome is very common as a disease.

Promote the optimization and upgrading of industrial chain supply chain

Industrial chain supply chain is the key to smooth economic cycle in big countries. Since the 18th National Congress of the Communist Party of China, the CPC Central Committee with the Supreme Leader as the core has made important arrangements such as "improving the modernization level of industrial chain supply chain", "enhancing the self-control ability of industrial chain supply chain" and "improving the toughness and safety level of industrial chain supply chain", which has led to the steady development of China’s industrial chain supply chain and the gradual improvement of its safety and stability level. Further promoting the optimization and upgrading of industrial chain supply chain in the new journey is an important content of developing new quality productivity and building a modern industrial system.

Development status of industrial chain supply chain

At present, the scale advantage of China’s industrial development is increasingly stable, the category system is more complete, the industrial structure is continuously optimized, the development of industrial chain supply chain has achieved remarkable results, and the toughness and safety level of industrial chain have been greatly improved. However, in order to further advance to the advanced level, we still need to improve the level in the following aspects.

The first is to further improve the resilience and safety level of the industrial chain supply chain. To effectively deal with the risks of "broken chain" and "broken chain" in the industrial chain supply chain, we must speed up the promotion of the global competitiveness of the industrial chain supply chain. In recent years, China’s industry has made remarkable progress in the fields of consumer electronics, communication equipment and new energy vehicles. However, there are still many industries at the low end of the "smile curve" of the global value chain, that is, the manufacturing and assembly of parts with low added value are the main parts. In the future, it is still necessary to continuously improve the level of industrial development and strive to move towards the higher end of the global value chain.

The second is to accelerate the green transformation of the industrial chain supply chain. China has taken the lead in the green transformation of industrial chain supply chain in automobile manufacturing, electronic appliances and other industries, and achieved remarkable results. But generally speaking, the practice of green transformation of industrial chain supply chain is still in its infancy, and there is still a gap compared with the international advanced level in terms of standard identification, evaluation rules, management criteria and supervision mechanism.

The third is to promote the digital development of industrial chain supply chain to be more balanced. There is a significant difference between the digital development level of emerging industries and traditional industries. The digital empowerment effect of emerging industries such as modern logistics and online education is very significant, but the progress of digital upgrading of traditional manufacturing industries is relatively slow. The digital ecology in areas with high economic development level is relatively complete, but the conditions of digital infrastructure construction and professional and technical personnel in cities, towns and rural areas are relatively insufficient. All these lead to the imbalance of digital development of industrial chain supply chain, so we must make up the gap as soon as possible and promote the balanced development of digital supply chain of industrial chain.

Optimization and upgrading path of industrial chain supply chain

China has super-large-scale market advantages, a complete industrial system and years of technological innovation precipitation. Based on these advantages and potentials, we should focus on the following paths to promote the optimization and upgrading of the industrial chain supply chain:

Focus on key links and improve the self-controllable ability of industrial chain supply chain. The self-control of industrial chain supply chain is the basis for the optimization and upgrading of industrial chain supply chain, and also the guarantee for the stable operation of economy. Self-control requires that the supply chain of industrial chain can predict and avoid risks in advance, and can still maintain effective operation after being impacted by risks. In terms of risk avoidance, we should build a risk identification, monitoring and early warning mechanism for industrial chain supply chain, predict potential risk factors, transmission mechanism and loss consequences in time, and set up a special emergency department to avoid possible external shocks from the source; Relying on the advantages of super-large-scale market, we will establish long-term and high-level cooperative relations with more countries, build a stable and diversified international cooperation network, promote China’s cross-border trade to be denominated and settled in RMB, and actively participate in international commodity pricing power competition. In dealing with risks, focus on the "stuck neck" problem in the fields of biological breeding and high-end chip research and development, increase financial support and personnel training, and strengthen key technology research; Focus on raw materials such as mineral resources and crude oil, and strengthen the development, construction and reserve of domestic resources.

Pay attention to scientific and technological innovation and promote the value of industrial chain supply chain to climb. Scientific and technological innovation is the core driving force for the progress and development of industrial chain supply chain. To promote the value of industrial chain supply chain, we must rely on scientific and technological innovation. We should increase investment in research and development of scientific and technological innovation, further strengthen the coordination of policies such as finance, finance and talents, and provide financial support and talent support for independent innovation of enterprises; Promote cooperation in Industry-University-Research, establish industry associations, industrial alliances and other organizations, smooth the information exchange and resource sharing among the subjects of "government and Industry-University-Research capital", and speed up the coordinated research of technology and the transformation of scientific and technological achievements by means of exposing the list system and jointly cultivating professional talents; Focus on supporting large enterprises and leading enterprises to develop into "chain-owner" enterprises, encourage them to shoulder the main responsibility of technological innovation, support them to build joint innovation institutions and collaborative research and development platforms with relevant entities, and improve the ability and level of integrated innovation in the whole chain; Encourage small and medium-sized enterprises to focus on their main business and tap their advantages, and continue to build enterprises with strong market competitiveness and innovation ability such as "specialization and novelty" and "invisible champion".

Deepen cooperation and promote the green transformation of the whole chain of industrial chain and supply chain. The green transformation of industrial chain supply chain is the inherent requirement of its optimization and upgrading. Under the background of global industrial chain division of labor, the greening of industrial chain supply chain is a systematic dynamic process involving upstream and downstream links and stakeholders, which requires the whole chain connection, multi-agent cooperation and all-round participation. Guidance documents on the green standard system, objectives, tasks and process management of industrial chain supply chain should be promulgated in time to provide specific guidance for promoting the green transformation of industrial chain supply chain; Clarify the roles and functions of the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Ecology and Environment and other departments, improve the multi-sectoral cooperation mechanism, and promote the formation of joint efforts and improve efficiency among all departments; Explore the green supervision of product life cycle, introduce reward and punishment mechanisms such as financial subsidies, accountability, criticism and warning, and encourage industry organizations and the public to participate in social supervision; Guide consumers to form green consumption habits and lifestyles by means of social media publicity and theme activities, and help cultivate the green consumption market; Actively participate in the discussion and formulation of international green standards.

Coordinate the layout of factors and balance the level of digital intelligence in the supply chain of the industrial chain. From the industry point of view, the digital upgrading of traditional industrial chain supply chain has the characteristics of large initial investment and long payback period, and enterprises often lack sufficient motivation. The government should strengthen top-level design, provide them with funds, talents, technology and other support, and guide large, medium and small enterprises in the chain to jointly carry out basic research and development of digital technology. Enterprises should define the core digital technology requirements according to their own production and operation characteristics. For example, manufacturing enterprises should focus on introducing digital technologies such as the Internet of Things and artificial intelligence to form intelligent production lines to improve production efficiency, while enterprises with complex core technologies can focus on the optimization of logistics or management links by technologies such as blockchain and big data. From a regional perspective, we should make overall plans to promote the upgrading of network facilities, computing facilities and other digital infrastructure construction, establish and improve the digital factor market rules system, help regions with weak digital economic foundation to accelerate the upgrading of digital ecological level, and guide regions to dig deep into their own resource endowments, promote the deep integration of digital economy and regional existing real economy, and promote the application and resource reconstruction of digital intelligence to empower traditional industrial chain supply chain innovation scenarios. Encourage the use of "one-on-one pairing" and other ways to carry out regional cooperation, and provide experience and technical support to areas where the digital upgrading of industrial chain supply chain is slow.

Perfecting the management system of specialized nurses and increasing the number of posts

This year’s government work report pointed out that it is necessary to improve the capacity of medical and health services and "speed up the filling of shortcomings in pediatrics, geriatrics, mental health, medical care and other services". Yao Jianhong, member of Chinese People’s Political Consultative Conference, secretary of the Party Committee of Peking Union Medical College, China Academy of Medical Sciences, and vice-president of the college, found that although the total number of nurses in China ranks first in the world at present, due to the large population base in China, the number of nurses per thousand people is only 3.7 at present, and there are some problems in some areas, such as unstable clinical nurses, the academic level of nursing staff needs to be improved, and the ability and advantages of specialist nurses have not been fully brought into play. Yao Jianhong suggested that the management system of specialist nurses should be improved, the number of specialist nurses should be increased, and the level of nursing service should be optimized.

What is the scale of nurses in China?

Yao Jianhong introduced that in recent years, the number of registered nurses in China has increased year by year with an average increase of about 8%. Every year, about 300,000 new troops have entered the nursing team, and the total number of registered nurses in the country has exceeded 5.2 million. "Over the years, I have visited many units, including nursing societies, nursing colleges and medical institutions, such as Chinese Nursing Society, School of Nursing of Peking Union Medical College, General Hospital of Ningxia Medical University, Nanchang Medical College, Fujian Provincial Hospital, Huzhou Central Hospital, etc. The survey found that after decades of development, the total number of nurses in China has ranked first in the world with remarkable achievements. However, the total number of nurses is still insufficient and unevenly distributed. "

Due to the large population base in China, the number of nurses per 1,000 people is only 3.7 at present, which is still far behind that of developed countries and OECD countries, and also lower than that of Brazil, Russia and other BRICS countries. At the same time, the distribution of nurses is uneven between regions and between urban and rural areas. The number of nurses per thousand population in cities is about 5, while that in rural areas is only about 2. The shortage of nurses in the central and western regions and grass-roots units is even more prominent.

How to improve the level of specialization

In terms of the construction of nurses, Yao Jianhong said that at present, there are many supernumerary nurses, low pay and instability in the clinical nurses in hospitals. According to incomplete statistics, the proportion of supernumerary nurses in public hospitals in China is about 70%. Over the years, there has been a widespread problem that the price of nursing service is seriously lower than the technical value of nurses’ services.

The education level of nurses needs to be improved, and the initial education level and post system of nurses need to be optimized. To improve the professional level of nursing service as a whole, we should also improve the education level of nursing team as a whole. At present, the matching degree between nursing post management system and nursing multi-level education in China is still insufficient, and the adaptability and smoothness of nursing service category to people’s growing health needs are also insufficient. Nursing staff with different academic qualifications are not obvious in their practical work, and their competence is inconsistent with their job matching, which has become a factor restricting the high-quality development of nursing discipline in China.

The guidance of nursing scientific research is insufficient, and the support for nursing scientific research is not enough. Some countries have made great efforts to support the development of nursing discipline and cultivate high-level nursing talents through the establishment of independent nursing science research institutes and the establishment of special nursing project funding funds, which has effectively promoted the development of nursing discipline. This experience is worth our exchange and mutual learning.

In addition, the abilities and advantages of specialist nurses have not been fully exerted, the cultivation, use and management paths of specialist nurses still need to be further explored, and the certification mechanism needs to be established.

What are the advantages of specialist nurses?

Yao Jianhong said that specialist nurses refer to those who have corresponding qualifications, obtained qualification certification through specialist training, have high professional knowledge and skilled nursing technology in a special or specialized nursing field, and can provide high-level nursing practice. Specialist nurses can improve patients’ health status, functional status and quality of life, help reduce patients’ hospitalization time and readmission rate, lead the management of chronic diseases, reduce complications, reduce the pressure of medical system and reduce medical costs. With the diversification of patients’ needs, it is a trend to improve the level of specialized nursing and promote the professional development of clinical nursing. In addition, specialist nurses are also an important teaching and research force in the department, undertaking clinical teaching tasks such as training nurses with specialist knowledge and skills, training new nurses and advanced nurses, and having a keen spirit of scientific research and innovation, which is the main force of nursing research.

In China, the ability and advantages of specialist nurses have not yet been fully exerted. Specialist nurses lack unified certification and re-certification standards, as well as related post setting, supporting management policies and salary system. We should improve the management system of specialist nurses, increase the number of specialist nurses and optimize the level of nursing service.
