CCTV News:On July 18th, the Ministry of Commerce issued the Notice of the Ministry of Commerce and other 13 departments on Several Measures to Promote Household Consumption. The main contents are as follows:
Household consumption covers many fields, such as household appliances, furniture, home textiles, home improvement, etc. It is an important part of residents’ consumption and a direct embodiment of people’s needs for a better life. In order to implement the decision-making arrangements of the CPC Central Committee and the State Council, release the potential of household consumption, consolidate the momentum of consumption recovery and enhance the basic role of consumption in economic development, with the consent of the State Council, relevant matters are hereby notified as follows:
First, vigorously improve the quality of supply
(1) Improve the green supply chain.Support home furnishing enterprises to carry out green manufacturing, encourage qualified areas to introduce targeted policies and measures for green manufacturing demonstration enterprises, and promote enterprises to increase research and development of green home products. Strengthen the quality and brand building of green home products. Improve the unified standard, certification and labeling system of green products, and expand the certification scope of green home products. Encourage qualified areas to support residents to buy green home appliances, green furniture, green building materials and other green home products. Support home stores to create green shopping malls and set up green product sales areas. Vigorously develop green home improvement and assembled decoration.
(2) Innovating and cultivating intelligent consumption.Support enterprises to use Internet of Things, cloud computing, artificial intelligence and other technologies to accelerate the research and development of home products such as smart home appliances, smart security, smart lighting, smart sleep, smart health care, and smart audio-visual entertainment. Give play to the role of big data in consumer platforms and support enterprises to carry out reverse customization, personalized design and flexible production of household products. Promote the interconnection of smart home devices, establish and improve the standard system, and promote the development of single item intelligence to whole house intelligence. (3) improve the aging level of homes.Formulate and publish the promotion catalogue of elderly products, and speed up the formulation of general standards for aging design of household products. Support enterprises to increase the research and development of household products such as aging appliances, furniture and bathing devices. Support elderly families to install video care systems, and configure home health monitoring equipment such as oximeter, sphygmomanometer and blood glucose meter. Support home stores and e-commerce platforms to set up special counters for elderly products sales. Support business entities in decoration and other fields to expand home aging renovation business.
Second, actively innovate consumption scenarios
(4) Promote the innovation and development of business models.Support home furnishing enterprises to accelerate digital, intelligent transformation and upgrading and online and offline integration development, and cultivate a number of leading enterprises in the home furnishing industry with efficient and coordinated industrial chain and supply chain. Encourage enterprises to build an online home service platform, and promote the healthy and orderly development of new formats and new models such as "internet plus home improvement", "internet plus second-hand home" and household appliances and furniture rental. Encourage qualified areas to develop the second-hand household circulation industry in an orderly manner. Support home stores to strengthen cooperation with upstream and downstream enterprises, build a "big home" ecosystem, and provide consumers with one-stop, integrated and full-scene home consumption solutions. Support home stores, shopping centers, etc. to set up experiential consumption scenes such as smart home experience halls and quality home life museums, and explore the integrated development of home retail, entertainment and leisure, creative design and other formats.
(5) Support the renovation of old houses.Encourage all localities to support residents to carry out renovation and local upgrading of old houses through government support, corporate promotion and other means in combination with the renovation of old urban communities. Encourage enterprises to carry out old house renovation design competition, display excellent cases of upgrading and renovation, build model rooms for old house renovation and partial renovation, and launch affordable products and service packages to meet diversified consumer needs.
(six) to carry out activities to promote consumption.Organize home rejuvenation activities, encourage qualified areas to introduce targeted policies and measures, guide enterprises to improve the quality and level of home consumption supply, provide more high-quality, personalized and customized home products, increase incentives, and support residents to replace or purchase new green smart home products and carry out renovation of old houses. Support local and related industry associations to organize consumption promotion activities such as home consumption season, home textile consumption festival and home improvement consumption festival based on platforms such as national consumption promotion month and international consumption season. Make good use of exhibition platforms such as China International Import Expo and China International Consumer Goods Expo, support the holding of professional exhibitions on home furnishing in a market-oriented way, display cutting-edge technologies and products in the home furnishing field, and expand the supply of high-quality home furnishing products.
Third, effectively improve consumption conditions

Encourage qualified residential areas to use idle houses to set up temporary storage places for household appliances and furniture to facilitate residents to carry out decoration. Encourage domestic enterprises and home appliance service enterprises to enter the community and expand home cleaning and home appliance repair and maintenance.
(8)Improve the recycling network of waste materials.Co-ordinate existing funding channels and strengthen support for key projects in the construction of waste materials recycling system. Promote the standardized setting of waste furniture and decoration garbage drop points in residential areas, and promote online reservation collection and transportation. Improve the recycling system of waste textiles. Encourage recycling enterprises to establish a long-term cooperation mechanism with property companies and other units, support enterprises to recycle waste household appliances and furniture at home, and provide convenience for waste materials recycling vehicles to enter the community.
(9) Promoting rural household consumption.Continue to promote the construction of county-level commercial system, guide household enterprises and e-commerce platforms to sink into the rural market, optimize county-level circulation networks and channels, increase the supply of marketable household products, and improve the level of after-sales service. Improve the three-level logistics distribution system in counties and villages and develop intensive distribution. In-depth development of green building the countryside activities, to further expand the scope of pilot areas, conditional areas to deal with green building materials consumption to be appropriate subsidies or loan interest subsidies. Encourage qualified areas to carry out home improvement of household appliances and furniture to the countryside, and support rural residents to buy green smart home products and carry out home decoration according to local conditions.
Fourth, focus on optimizing the consumption environment
(10)Standardize the market order.Improve home improvement standards and norms, and thoroughly implement the "leader" system of enterprise standards in the home furnishing industry. We will crack down on counterfeiting, cutting corners and price fraud in the field of household consumption according to law. Improve the credit evaluation system of the home furnishing industry, promote typical cases of honest management, encourage industry associations to explore and implement the "blacklist" system of the home furnishing industry, and guide market participants to operate in good faith. Guide home improvement enterprises to strengthen employee training, organize employees to actively participate in vocational skills competitions, and improve service quality.
(11)strengthenpolicy support.Encourage financial institutions to strengthen credit support for household consumption, reasonably determine the loan interest rate and repayment period, optimize the approval process, improve financial services, and promote online instant processing under the premise of legal compliance and risk control. Encourage financial institutions to strengthen cooperation with home production enterprises, home stores, home improvement enterprises, etc., and provide financing support for business merchants and upstream and downstream enterprises in the supply chain. Support qualified commercial outlets such as home stores to issue real estate investment trusts (REITs) in infrastructure. We will continue to support residents in old urban communities to withdraw housing provident fund for the renovation of self-occupied housing such as installing elevators, and the scope of policy support will be extended to the renovation of self-occupied housing for both parents and spouses.
All localities should earnestly strengthen organizational leadership, formulate specific implementation plans, refine work measures, sum up and popularize typical experiences, strengthen publicity and guidance, fully mobilize the enthusiasm of grassroots organizations such as neighborhood committees and communities, further stimulate the vitality of various market players, enhance residents’ willingness to consume, and release the potential of household consumption.
